Interstate Relations
I.                    Interstate Compacts
a.       No state may enter into any alliance, treaty, or confederation
b.      Interstate Compacts
                                                               i.      With the consent of Congress, states can have agreements among themselves and foreign states
                                                             ii.      Over 200 compacts are now in force
1.       New York and New Jersey were the first in 1920
                                                            iii.      All 50 states have joined in two of them
1.       Compact for the Supervision of Parolees and Probationers
2.       Compact of Juveniles
a.       These two compacts allow states to share information
b.      Other examples include wildlife, and conservations
II.                  Full faith and Credit
a.       Constitution demands this
                                                               i.      Full Faith and Credit shall be given in each State to the public Acts, Records, and Judicial Proceedings of every other state
1.       Public Acts; refers to the laws of the state
2.       Records; refers to documents such as birth certificates, marriage licenses, deeds to property
3.       Judicial Proceedings; Relate to the outcome of court actions
a.       Damage awards, wills, divorce decrees
b.      Exceptions
                                                               i.      Two exceptions to the Full Faith and Credit Clause
1.       First; Applies only to Civil, not criminal matters. One state cannot enforce another State’s criminal law
2.       Second; Full faith and Credit does not need to be given to certain divorces granted by one State to residents of another state
c.       Williams v. North Carolina
                                                               i.      Man and a Women travel to Nevada
1.       They wanted to obtain a divorce so they both could be married
2.       Lived there for six weeks then returned to North Carolina
a.       Refused to recognize the divorce
d.      Extradition
                                                               i.      Return to the state where the crime took place
                                                             ii.      Extradition
1.       Legal process from which a fugitive from justice in one State is returned to that state
e.      Privileges and Immunities
                                                               i.      Means that no State can draw unreasonable distinctions between its own residents and those person who happen to live in other states
                                                             ii.      States can draw reasonable distinctions between its own residents and those of other states
1.       Charge more for fishing license
2.       Charge more to go to college
